That's incorrect, PR card is processed in 23 calendar days for new residents.

What's mandatory is that the requestor is residing in Canada. You will need to provide a street address and local number.
If you have that sorted, you can request it yourself.

We have hired a lawyer to represent our case so can we also request for GCMS notes without looping him ?

Application Received - 9 May 14
PER - 15 Aug 14
Second Line - Dont Know, In fact I never checked ECAS until then
RPRF, PCC, Medical Request Recd: 15 Sep 14
RPRF Paid (Credit Card) - September last week
Medicals Done - 1 Oct 14
Medical, RPRF Receipt, Local PCC Sent: 7th October
3rd Line - 6th October
FBI PCC Sent - 29 Dec 14
FBI PCC Received by VO - 31 Dec 14
4th Line (DM) - Not Yet, Waiting
PPR: 25 Feb 15
Visa: Waiting
Landing: ...

Yes i gave my PCC along with medicals ... Bt i dnt think so this is the cause for delay...

Even I haven't noticed anyone getting DM/PPR from NDVO.
Well one of my friend received DM today as we had send RPRF fee on same date. His NOC is 1114. I guess this is also cold NOC.

Regardless of how good the intentions of a person are, I wouldnt recommend that any one request GCMS through unknown sources.
The extract contains all the application details which if not kept confidential can lead to identity theft.
