Bro... this can not be true.
Some logic :
1) If they want to evalute efficacy of EE, why they issued so many MRs and let applicant pay RPRF in advance??
2) If they want to evalute efficacy of EE, why few applicants amongst us got PPR..? Don't they want to apply their decision for the ones who got PPRs.??
3) Any new initiatives in immigration of any country should not / must not affect the previous one cause this is a life time decision for any person and they can not play with it while keep applicant awaiting for decision. Always immigration dept. of any country keep this in mind and then they proceed.
4) Personally, I have not come across any country's immigration process (Aus, Can, US, UK) in which former system's applicants got rejection due very low efficacy of newly introduced immigration program.

This is simply NDVO is busy in something and not paying attention for now to something. That's it. nothing else.
There is no matter to curse here. Rather keeping ur mind in negative thoughts and keeping ur fingers for typing these negative thoughts, cheer-up and spread positivity in the forum.
Good news are on the way and PPR waiting club will be soon in the game.

Don't curse me, but I get a feeling PPRs will not be issued anything soon. In my opinion,CIC will see how EE evolves and accordingly they might decide what they want to do with all of us waiting for PPR. This may be especially true for a visa office like NDVO with high volume applications.
I am more disappointed than anybody else, but this does not seem moving at all. Being a 8th may applicant myself, I feel like I have already lost the advantage I had over some later months applicants, who have anyway caught up upto MR stage.
