Its actually RAINING in Delhi and Commuters are affected while going to office

But if it is a NER does the file even gets transferred to visa office. As, I understand PER is sent by Sydney office and after which it is sent to LO.
So, if it is NER at Sydney only money should be refunded.

In case of NER, the file is retained at CIC and processing fee is not refunded.
