They also need 0111 people. So there got to be subcategory. This is why applicant also has to select NOC. Though there is no CAP, it got to be market demand driven.

- If you think about large numbers, what's the probability of every single applicant to be of a specific NOC? It is more likely that applicants with high marks are spread across several NOCs.
They may realize on further draws that a few NOCs are taking too many spots and limit the applicants. But.. that's not going to happen on the first few draws IMHO.
