Few minutes ago, i shared following analysis, i hope it partially answers ur query.
As we all know, CIC has already updated the CAP page and for the first time provided lil better insight into the status of apps.
In my personal opinion, it carries lot of good news for some of the applicants (whose CC has been charged but PER is pending), as full 1,000 PER for NON OF THE NOC HAS ACTUALLY been ISSUED. Here is the summary of previous discussion on the topic.
1. The CAP reached column or previous “apps received column”, is the count of applications deemed complete. It is JUST AN INDICATOR that NO NEED TO SEND MORE APPS in THIS CATEGORY.
2. “Number of Applications counted towards the 1,000 sub-cap” are the ones for which PER has been issued.
3. Pending Applications are the ones for which ELEIBILITY REVIEW has not been completed and PER is pending but CC has been charged. (I think mainly because resources are busy in other tasks). The comforting factor is that PER for good number of apps is pending i.e. you guys are not alone. The delay is due to procedural/resource constraints rather than problem in ur app as there cannot be so many apps with issues.
(My personal guess) If you guys remember, the NOC's with highest # of pending apps are the ones for which (previous count of ) CAP increased to 1,000 in a matter of few days, without corresponding increase in CC charging (as reported on the forum). Therefore, I think PENDING APPS
may also include some apps for which CC has not been charged.
