Yesterday i tried calling on toll free number 0061-613-944-4000 and managed to talk to call centre agent.She then gave me mail ID (question@cic.gc.ca) to check about FSW program applications.
Please find below the automated mail sent to me...may be this can be of some help to somebody like me.for rest u all good luck.

* Telephone number. If you have more than one contact number, please provide them all;

We will only respond to your request if:
* you submit all the requested information above;
