Buddy best solution is to put some cash into CC account.. It will work, put about 300 dollars into to ur cc acount, I bet it will be considered as additional limit.. Your question is a very interesting one. I don't know for sure but I can analyze the answer based on the wording. In my mind, you were not "refused" a visa, you were simply not allowed to apply for one. So I think the answer is no. However for the sake of completeness and honesty you might consider including an annexure explaining what happened before.
