U dont have to go to Ikoyi to take your passport pictures you can take it at any photo studio as long as you have the specifications with you. I took mine in Gbagada and no issues.

Print out the specs and take along with with.

I paid RPRF without AVO requesting for me to make payment. But ensure that you have done medicals before going ahead to make payment
 
It is not compulsory MCPHEMS, but so incredibly to your benefit. As our landed seniors will attest, all this one wey we dey do is just Part I o... There is a very real reality of being able to quickly settle down in one's new land, and the more information you have to plan with, the better. So, my very strong recommendation is that we all endeavour to attend.

@Markdoff, a lot of peeps have done that in the past without issues. I also did in December 2015 and sent a scanned copy of the receipt to AVO and my ecas was promptly updated with it.

I paid mine without being requested in December. I only got PPR in March.
