I believe your naira Mastercard is tied to your naira account, and since the amount there is not sufficient, that is why the transaction is not approved. You will need a card tied to you dollar account since you want to pay from your dollar account to do the transaction or fund the naira account to carry out the transaction.
 
Thank u sir for the advice. I will try and reach my bank if I can get a dollar MasterCard and pay from my dollar account. The difference in exchange rate between naira and cad compared to usd and cad is too great and could affect my pof if I do exchange from a funded naira account.
Another question I want to ask is can I pay in paper form at GTBank head office and send it via courier alone without avo formally requesting for it? I did my medicals since august 6 and I fear maybe those that haven't paid rprf will relegated to the background for Ppr mails. Pls clarify this sir about sending via courier the paper payment of rprf alone before Ppr mail from avo

You don't need to entertain such fears, You can pay your RPRF with your naira master card, I did mine yesterday and it went smoothly, except you are not doing something right. I paid about N206k for me and my spouse and it was smooth. when u are paying online select Right of Permanent Residence Fee- Not Express Entry. You can still do it in the paper form yes but I will advise you do it the conventional way rather than trying to experiment what many applicants are yet to embrace fully. I believe GTB can give you a new card for your dollar account within 24-48 hrs.

@Christamario, he actually wanted to do that but his naira account is not sufficiently funded to conclude the transaction and he does not want to get caught in the unstable and unpredictable exchange rate Web. Let him try getting a card for his dom account since that one is sufficiently funded to carry out the transaction.

In essence as regards my low naira balance it is either I pay using a gtb dollar MasterCard OR I wait till I get Ppr mail from asking me to pay the rprf and submit my passports together with it.
What I just want to clarify is that is it ok to send a PAPER PAYMENT done at gtb HeadOffice with the money drawn from my dollar account and exchanged into cad to generate a bank draft that will be sent via courier to avo(as I did for processing fee of 550cad) without a go ahead from avo and before the Ppr comes?

You can do that as well. But wouldn't rather want what will be easily monitored as evidenced in the online payment where it will be linked to your ECAS. For the paper payment, you can make the payment then send everything when your PPR arrives. Ultimately, it's your call on which method to use.
