Why do some people get just MR mails with no other request like payment and PCC, and others get MR+Payment+PCC+updated family info?

Just wondering why the different messages from VO.

If you see the trend there are some applicants that are long overdue for medicals, so when the medical is finally received it might just come with RPRF, PCC and the rest, at this stage there background and security checks will have been concluded. While for those that received MR only background and security checks might be ongoing, Once this is concluded you also get request for RPRF and others
