Your profile does not say if you have received PER. If you have received PER then it means you have a UCI and Immigration File Number .. thus it is better you do a Case Specific Enquiry (CSE) using the link under

https://dmp-portal.cic.gc.ca/enquiries-renseignements/case-cas-eng.aspx?mission=accra

There is no special format for cover letter; on the CSE webform there is a field for you to type your message or "cover letter". You can explain the changes/upgrade you wish to make to your form there and ask questions you need to ask.

Try to open the link under (Accra's website) and read up the info therein. You may get it clearer than what I'm struggling to explain. Cheers.

I have a few questions I'd like you to answer for me, if it's not too much trouble....
1) after you submitted your application, how did you know it had been received by CIO? You can track your package on the website of the courier company you used. The time of delivery and the anem of the person who received can be obtained from this tracking service. CIO does not give any form of acknowledgement at this stage

2) all these acronyms I see around this forum DD, PER etc, what do they mean? CC is credit card, DD is demand draft, PER is Positive Eligibility Review, MR is Medical Request, PPR is Passport request and COPR is Confirmation of Permanent Resident Visa

3) I posted my application since September 18. I haven't received any correspondence from CIO. What should I do next or expect next? Expect to wait very patiently for a long while. People who submitted since July, August and before you in September are waiting as well

4)I haven't even received a debit alert for my application fee. Should I be worried or just continue to wait patiently? As above, wait patiently and follow this thread on the forum. Soon you will understand what is going on and what to expect

If you submitted your application using a courier company (the likes of DHL/FedEx/UPS), you can track your package online (using the waybill number on your invoice/receipt) and for sure know when it was delivered.

2) all these acronyms I see around this forum DD, PER etc, what do they mean?

Let me try:
DD - Demand Draft (one of the payment options)
CC - Credit Card (another payment option)
AVO - Accra Visa Office
PER - Positive Eligibility Review (this is what you receive by email when CIO okays your application and cashes the application fee). At this point your file is sent to AVO
MR - Medical Request (this is what you get by email from AVO when your application has been processed further)
PPR - PassPort Request (this is when AVO requests for your PassPorts for visa issuance)
RPRF - Right of Permanent Residence Fee (AVO will ask you to pay this at some point - MR or PPR stage)
COPR - Confirmation of Permanent Residence (you get this certificate alongside your entry visa - at the penultimate stage of processing).

I assume you used CC as payment option. If you submitted on September 18th, your application may have been received by CIO within 4 to 8 days later. By this date I believe you are still in the race, you just have to continue sipping glasses of patience daily. As long as you submitted a complete application in terms of required documentation, there is no cause for alarm yet.

Pheewwww, I think I still prefer the keypad to the pen though.
