They apparently had most of their applications returned in 2013 due to cap that was already filled in their various NOCs. 300 maximum cap for 24 occupations with a total of 5000. WES can evaluate almost any certificate, but the issue is if after evaluation, it fits into the NOC you are applying for. This website might help: http://www30.hrsdc.gc.ca/NOC/english/NOC/2006/Profile.aspx?val=4&val1=4214. You might apply if your experience fits into the specifics stated there. I believe by visa fees you mean your application processing fees. You can use a credit card preferable Gtb. I paid someone in Canada to help me raise Canadian bank draft which was included in the application. Many people claim they have used credit card successfully.
