According to previous posts ,seems two guys from Chinese forum got charged,17nov and 4nov. on the other hand,an applicant from noc 2281 which is almost similar to our noc,got charged today with a file rcvd at 20nov.

Actually it is not strange at all,i have two friends who Have applied in Phd stream category ,first one file rcvd 20Aug2014,second one file rcvd 17Nov 2014,both got charged yesterday.

CIC is not following the pattern we knew till date...

even in case of PER , one 20th Oct applicants gets PER before 1st applicant, and second 20th Oct applicant takes 4 more days...

As of now none of us is able to figure out the new patter (if at all, there is any)
