People are charged till 20 th OCT... I dont see that you WON'T be in CAP....

I am 17th Oct Applicant and haven't been CC charged yet!!

Checked with my bank and they didnt see any pending request.

Bit tensed as you have already mentioned that someone got CC charged who is 20th Oct applicant.

Yes they are good estimate, i would say them reliable in estimation...

Oct 20th Guy is not SS, I will ask him to update SS...

And waiting Applications are yet to be charged in my opinion...

I agree with you,according the cic complete applications are those which all required forms are submitted and signed, they have not mentioned anything about charge.

Another question,how long after cc get charged we can check our status online?

PER used to take 5-7 days earlier but now with rate of charging it has gone almost 5-6 weeks....

Once you have PER you will have your UCI number with which you can check status...
