FSW 2013: Process between CC charge and PER

I am reading the FSW 2013 manual (link in my signature) but it is not clear to me what the process is between fee deduction and PER. From what we have seen so far, most CC charges (or DD) get PER after avg. 7 days. However, my question is whether the cap limit is checked before giving PER or before CC charge? I ask this because I am looking at the 2011 spreadsheet (link in signature) which has CC charges but returned apps due to cap limit. I would appreciate your thoughts...

The process is some what different this year. It used to be like this that you have mentioned in 2011. But this year, they are checking MI & Eligibility Review BEFORE charging the candidate. When an applicant passes & gets charged, they make cap count + 1 and issue a PER.

I believe they check cap count before MI & Eligibility so that they do not do the hassle of spending a lot of time and later know that the cap is filled.

Same procedure in 2011. CIC used to check MI followed by eligibility review and if everthing was ok then CIC charged CC or encash BD.

Thanks harry_aussie. I am actually less concerned about MI/eligibility review. I am more interested in how the cap count works because in 2011, there were some applicants who got CC charge but then got their app returned due to cap limit. However in 2013, we understand/assume that CIC only charge CC if the cap limit has not been reached...
