Whenever I come to forum, I specifically check update of your application. I am reading almost all of your posts and can understand your worries & tension.

I strongly believe that each visa office will have a plan to distribute the PR visas among different NOCs with certain ratio. If they don't make such plan, then they might issue visas for certain NOCs like 0211, 2147, 2174 in abundance while visa issued to rest of the NOCs would be negligible as we know 0211, 2147, 2174 were the hot NOCs and CAPs were filled very soon. This may also be one of the reason we don't see FIFO rule.

Considering above assumption and the CSE reply you received, it seems that your application along with many other applications might be getting delayed due this reason. NDVO will be releasing MRs to these applicants with the passage of time as per their plan. I can say that you are just unlucky in this scenario but nothing else I can see serious about your application. Therefore, I suggest you not to think negatively but just keep you hopes high and patience intact; your turn will come at your time one day.

Went and took PCC today, hassle free. Now about the right of landing fee, my visa office is New Delhi and to whom should I take DD, The Canadian High Commission or Receiver General of Canada?
 
Looking at the spread sheet and expecting things to happen ASAP , closely watching people who are in the same NOC and timeline.. wow reached a level that every 2 min check the mobile for AOR mail.. god please have mercy this time... its been 8 years of wait.. from 2006....have seen " in process" in 2006 - seeing that again.. desperately want the status to change quick ....

If your VO is New Delhi then CC isn't an option - DD in INR would be the best option. I have clarified this from NDVO.

Update on my status
Went to CHC, NDVO today..the lady would not let me enter or communicate st all waited there for 2 hours no luck...rest now totally tensed

My wife primary applicant n myself
V submitted our passports on 4th march and along with rprf, pcc....meds received on 28 feb..... now v r requsting ndvo to expedite the visa processing as v r on emergency leave....v r requesting them n our ticket is on 15 march.....please advise friends

Extract from CIC website -

Only bank drafts (demand drafts) or certified cheques are accepted; cash is not accepted for fee payment. The bank draft should be made for the exact amount and in favour of "Canadian High Commission" or "Receiver General for Canada" payable at New Delhi.

So you make your DD in favour of either of these two.
