Continue to wait patiently. You should be getting MR request soon. Only when you get MR request, you will be able to enroll on the CIIP website.

I have been very patient with this whole MR thing. But i am just worried whether i haven't received MR due to some technical glitch. You are right, we cant register for CIIP without MR letter. But, has any one other than me and hirvish( processing started on 9th and 6th dec respectively) received CIIP request without receiving MR????????

So you have 2nd line on ECAS which states:
2. We started processing your application on December 9, 2013.

You should have received the Meds, PP, PCC and RPRF by now.
If you are already done with the obvious things like looking in the spam folder for email from DELHIIMMIGRATION @ international.gc.ca, then I believe it is time for you to log a Case Specific Enquiry here https://dmp-portal.cic.gc.ca/cicemail/intro-eng.aspx?mission=new%20delhi

With the UCI, application number and the word URGENT in the subject line.

The reason I say this is because, if NDVO assumes that they have sent the Med Request, then you will have a deadline to submit the documents that they assume they asked for.
In my case, I got document request letter, medical instruction, CIIP invite on 7th December and medical request on 8th December 2013. On 7th December, I believe my ECAS showed "We started processing your application on December 3, 2013."

My friend... Sinestra is right. If you never got the MR mail then you might have a case here. But in case the mail was sent, and VO will obviously follow their say in this and was deleted / ignored / lost then you are on very thin ice considering the fact that on 9 Feb, 2014 would be the approximate deadline (around 60 days from when they start processing your app) for you to submit your docs. what do you think what to do at this stage. As per sinestra's comment, if they missed to send MR or somehow we didint get or lost it from ourside (its impossible). Again if NDVO assumes, that they have sent, its deadline to submit all docs and its very short time to manage all these if its real scenario.
