Chances will be slimmer then and I don't think he will be able to make it. Several factors can cause delay including, enrollment for IELTS, receipt of IELTS results, ECA result, etc. Rather, it would be advisable that he prepares himself for 2014.

I believe that the chances are 90% that this NOC will reach the cap limit before the end of march. But tell him to go on and complete all requirements as soon as possible. If anything, IELTS is valid for 2 years and ECA is stored for 10 years.

Remember apart from the NOC cap of 300 he/ she has to get into the global cap of 5000 and this may be filled by applicants in other NOCs. Nevertheless, you never know, there is absolutely no way of knowing if the global cap will fill by then. So, encourage him/ her to apply.

And given that the spreadsheet does not say when your DD was encashed, It means there's still hope for applicants whose applications where received before the 18th of October. Congrats again to you!

Maria_Sal, hearty congratulations on your MR and for opening the way! Not only for LVO but also for Accra, Manilla, Singapore, Vienna and all others. We hope to see movements in these VOs soon. It is a confirmation that they are not sleeping afterall!

Harry13, I have left you for last but certainly not the least. A big, big congrats to you! I also applied in 2005 and my application was cancelled along with the backlog even though it was in process then. I have reapplied again this year after waiting for feedback for more than 7 years. I hope like you, I scale through this time. Congrats Man!
