Below is just my thoughts about the processing style.
Let me explain, as soon as files are transferred from CIO to respective Visa office, (say for Eg NDVO), NDVO will acknowledge the receipt of the file and will sent the AOR letter.
Then after, files will assigned to Visa officer for the review and simultaneous background checks. After the review is complete, files will be forwarded for the Medical section to issue to medicals. After medicals have been received by CHC, Medical officer at CHC will review the medicals and will forward the file for the Visa stamping.
The main key here is their will be multiple Visa officers. To get it clear, say
Visa officers(VO) are A, B, C, D, E.
Applicants are E01,E02....E15.
Now, VO A might be assigned E01,E02,E03
VO B might be assigned E04,E05,E06 and so on.
Now, depending upon the workload of VO's, review will be completed and applicant will hear accordingly. Hence FIFO might now be followed.
