As per the CIC manual they will send it back to you. rest all are assumptions.
 
I've not been speaking my mind for a long time, so thought of breaking the silence, wishing all those who received good news a hearty Congratulation and quoting one of the random thoughts of my idle mind below,

CIC might be processing applications in FIFO order and issuing PER in the order of successful completion of an application but.....I recon AOR sequence is way beyond any logical explanation.
Now, worth considering if the processing in the Local-VO will be as per CIC's initial order of receiving the application, order of issuance of PER or the AOR sequence from Local-VO themselves !!! ::)

I curse for not getting here before applying. I would have certainly skipped.

As of now your should look out for other options, like applying under another NOC or you should wait for the change in CIC change in circumstances, mode of operations or wait for another year.

There wont be outright rejection, they will give you 30 to 60 days to clarify their concern, If you fail to clarify then they will make a decision based on documents on hand or they will reject you incase you fail in your medical. Unless these two happens you are all good to fly.
 
Guys I applied for NOC 2174. I am a Web Designer. My application was filed on 27-05-2013, Got my UCI/File no on 15-08-2013. I am not sure if this is called as PER. And I am not sure if AOR is medical request or its a step after UCI/File no and then they send the medical request.

Does it have the words:
Based on a review of the information you have provided, your application has received a positive determination of eligibility to be processed on the basis of work experience in an occupation specified in the Instructions issued by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on May 4, 2013. However a final decision on your eligibility to be selected as a federal skilled worker will be made by a visa office.

If yes, it is a PER.
After PER comes AOR and then MR.

My Ecas status is updated and shows following. My application is delayed as I am still waiting for my FBI PCC.
I applied for it on first week of September but till last Friday, my information was not on their system so I am assuming minimum 2-3 week wait.

1) We received your application for permanent residence on May 8, 2013.
2) We started processing your application on September 19, 2013.
3) Medical results have been received.

yes the uci and file no is PER mail
Which is your Visa office as many visa office didnt send AOR
and MR is medical request which is usually coming after AOR

refer the spreadsheet data you will understand the whole process
