I believe if you have taken the photos within last 12 months, it should be fine. But just in case if you don't have a photographer in your area, (which I had faced in the past), you may use this service: http://www.idphoto4you.com

It is completely free and you take photo yourself and upload on the website, it will give you exact dimensions you need for Canada visa or any other country you want. I took the photos myself and used this service and gotten the photos printed in CVS/Walgreens and then cut it and sent to CIC when I applied.

By VO which date is considered for processing (usually mentioned 10 months processing time)

As per OP (Authentic information):

"Applications are date stamped upon receipt at the CIO and then checked for completeness in order by date of receipt. The “application received” date at the CIO is the lock-in date. Processing offices should therefore maintain the application received date from
the time of the applicant's initial submission to the CIO, and process the application to conclusion."
 
Dear respected Admin,

I have applied for fswp and it was rcvd by the cic on May 21st. I received acknowledgement from them on July 31st that i am withing the 300 cap and my file will be transferred to the visa office. Till date I have not heard from the visa office whereas ppl who got acknowledgement from cic after me also got acknowledgement from their visa office. Please note its the same visa office (Singapore) for me and for them. Should I be worried? can i contact CIC or should i contact Singapore visa office? Please help...
