In short, the VO has rejected my letter of reference and given me zero points despite my 15 years of experience as a network engineer. I have 60 days to produce a more concise letter of reference, which I will be able to do. Without the points for the work experience, I'm at 55 points and disqualified. With the 15 points for the work experience, I'm at 70 points and qualified for the FSWP.

It seems that many applicants are having trouble with WES, but how about with letters of reference being rejected? The letter that I submitted was pretty good with a detailed job description and all the requested info such as start/end dates, 40 hour work week, etc. My experience in dealing with the HR departments of my previous employers has been extremely frustrating, with HR generating mundane letters without any job description. Fortunately, in the case of my current employer, where I've been for the past three years, I don't have to deal with HR.
must say visa officer has been pretty soft towards your case, getting zero for experience simply means that you are not eligible as you don't meet the minimum criteria. His / her asking you to submit additional info on such an account is something which probably no one has witnessed or experienced here so far. Just go ahead with more profound job letters, shouldn't look like a copy / paste stuff. Enclosing visiting card of your boss would be a big plus. also in my PER mail it is written that...
It is important for you to learn about the steps you need to take to get your credentials and qualifications recognized in Canada. Citizenship and Immigration Canada recommends that you review the resources on the Foreign Credentials Referral Office’s website (www.credentials.gc.ca) and the Department’s website (www.cic.gc.ca) for helpful information about living and finding work in Canada.

I guess for FSW 2013 after getting ECA from WES there is no need to take to get your credentials and qualifications recognized in Canada.as far as licencing you need to get it after landing in Canada....am I right on this?...please correct me if i am wrong.

If our application is returned due to Cap reached, do CIC return all our documents submitted to them while applying?? I am sure my application will return and so want to be prepared for next year quota..

Yes they do return complete package. But prepare for next year well in advance :D
