Please let me know if this assessment is valid and the CIC charging my card for the first phase correct?

Correct! If it doesn't say, no point, but I assumed it says equivalent to Canadian study in all cases? I have a bachelor's degree in computer applications (BCA) from india (integral university) its a private university registered by UGC.
My ECA report by Wes was 3 years post secondary education from a non - recognized institute.
I have also completed my MCA masters in computer applications from PTU punjab techinical university. but i m wait for my degree to come i have a provisional degree valid for one year till the time i get the original one... i will get the original in nov or dec 2013.
as per the cic rules my application was complete but rejected due to minimum requirement so i will not get my file returned.. i will get only the refund of the fee. my ECAS is still IN PROCESS
i m planning to apply next year again after evaluating my MCA degree. with a cover letter explaining the whole story and i have not shown my MCA education in my this year application because i thought they will get confused because i have evaluated only my bachelors degree not masters....
As per WES rule course for which i m applying for evaluation should be completed with all the transcript and degree.
my application will be considered again or not...
need your suggestions !!

Medical and RPRF requests received today...
Has this person been granted PR to Canada? What does RPRF signify? Does this notification essentially mean that Canada is a done deal?
Also, what is the deadline for moving to Canada? Is it 6 months or one year? I understand that from the date of the medical test, it's xxx amount of time.
Another silly question: how do I list all my key dates on my profile as others have done here? I've submitted my info several times, and that info never seems to get posted.

As per my opinion, Around 8-10 persons (may be less or more) of CIC checks the files of FSW at initial stage. As soon as the CIC got the application file they allot a number to the file and they are picking up the file as per the numbering mentioned on it. In some file there is simple paper and the user remains at single address and had not visited abroad, however in some cases the file is complex, the applicant has visited number of countries, and had worked for 2-3 employers for different period. In the above manner a person dealing a simple file complete it much earlier than the complex file and in that manner, if 3rd July applicant received PER prior to 1st July or June applicant, it means his / her file is not complex and CIC people have not done much study on that as compare to 1st July / June applicant file .
This is my personal view / expert opinion required
