That's not correct. He does not need to take another IELTS if his will expire this December. In my own case, mine expired in July but my application was received on 24th of May and I have got my PER and will not take another IELTS. Once an application is received before the two year validity period of IELTS, then it's fine and if it wasn't, I would not have got my PER same as him, our applications would have been rejected based on that reason.

The link got me to the eligible to apply, can u plz send me the exact link where i could find that employment requirement do not applicable.

http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/ProfileNocCode.aspx?val=2&val1=2263&val17=2263&val18=1&val19=0

On this link employment requirements are mentioned which are not mandatory to have to qualify for PR Visa under 2263. Only your job duties/work experience of atleast 1 year makes u qualify under 2263

I checked that link but did not find the note about employment requirement as u mentioned in ur post.

Kindly read CIC manual carefully. It says Employment requirements mentioned on this link are not necessary. Without those also u can qualify under NOC 2263 provided your job duties match with those mentioned on the above link and you have atleast 1 year experience for the same

I received medical forms from lawyers yesterday. CIC has requested following items

1) Medical exam (I got appointmet today so will be taking it right away)
2) PCC from India and FBI (I have PCC from Indian consulate but FBI process is still going on)
3) Right of Permanent Residence Fee (which i believe is 490 each for applicant and spouse. No fees for the kids-- Please correct me if I am wrong)

Also my ECAS status is updated and it shows two lines now.
1) We received your application for permanent residence on May 8, 2013.
2) We started processing your application on September 19, 2013.

I am quoting from page 12, clause 10.1 of the CIC Manual:

"Minimum work experience requirement

Pursuant to R75(2)(a), the applicant must have accumulated at least one year of continuous fulltime
paid work experience, or the equivalent in continuous paid part-time work experience, in the
occupation identified in their application for permanent residence as their primary occupation, that
is listed in Skill Type 0 (Managerial occupations), Skill Level A (Professional occupations) or B
(Technical occupations and skilled trades) of NOC 2011.

In order to meet the minimum requirements, the applicant's skilled work experience must:
 have occurred within the 10 years preceding the date of their application for permanent
residence; and
 not be in an occupation that has been designated as a restricted occupation.
Note: At the time of publication, no occupations were designated as restricted. However,
current information, refer to the CIC website at:
www.cic.gc.ca/english/immigrate/skilled/index.asp.

In addition, during that period of employment, the applicant must have:
 performed the actions described in the lead statement for the occupation as set out in the
occupational description of the NOC [R75(2)(b)]; and
 performed a substantial number of the main duties, including all of the essential duties, of
the occupation as set out in the occupational description of the NOC [R75(2)(c)].

Note: The “Employment Requirements” listed in the NOC description for each occupation are
not applicable."
