I can't understand cap update. Is the number counted on PERs received or applications received by CIC. I mean none of NOC 2147 applicants claimed CC/DD charged nor PER after 20th june and the update shows 210.
I am 17th july applicant and really worried right now. Don't know what to expect, as everyone I was hoping to get approved

I am getting worried now after seeing the latest cap update for NOC 2147..It increased by 31, without only one PER issued. It means PER issued last week were not counted in update on 3rd Sept.

Seniors, Will 2nd July applicant be able to make the CAP?

By envelop did you mean application package envelop? Neither IELTS score nor ECA report has to be in envelop, since it's not stated anywhere in the document checklist "SEALED". As long as they are original it doesn't matter if each of the papers is in an envelop or just by itself.
