Are you saying that the applications are not treated on a first come basis? That its according to the NOCs?

Hoping indeed. A friend of mine got his MR 120 days after submitted his documents but that was from 2010.

My inquiry was regards to updating passport info since it will expire early 2014 so it was good that gave the date the application was received therefore I considered that as somewhat as a AOR.

No... it is a first come first served basis generally. However it does seem that they work on the Nocs in different pipelines and some may move faster than others at different times.
