What hassan is saying is right, and what you are saying also right but that was in past.
I don't thnk there would be any one who has per and not send fund statement or partial fund shown to cic.

At first stage , the steps mentioned by hasan is required to check. I believe local vo won't ask fund statement again, even no Canadian has fund in bank account all the time and they know this. No one keeps fund in account till the MAPPLE leaf fall on passport. It is not at all PRACTICAL requirement , therefore cic won't force you to show fund all the time.

Something, I would like to clear and would suggest everyone to follow, is this:

01. In my opinion, in the hierarchy of knowledge and experience required to get a PR to Canada,

a. First comes official CIC sources, website, forms, guidelines and operational manuals etc.
b. Second comes advice from qualified immigration lawyers
c. Third comes ICCRC registered consultants (who might be lawyers as well)
d. Lastly comes advise from other sources including this forum.

02. If someone is yet to send their application, I always suggest them the above hierarchy.

03. If someone has already sent an application, then of course he/she usually has no choice and can consult forum members and try to find out their experiences in similar situations. This will at max, give you mental satisfaction or in some cases can even help correct the original flaw in your application.

04. Always remember CIC official sources are usually very clear and ALWAYS SUPERSEDE our thinking, beliefs and experiences.

05. Brother, CIC will give you Canadian PR (which ultimately leads to Canadian Citizenship and Passport). Of course they will try to verify as much as they can. Don't underestimate them.

06. Always be prepared that all our applications are initially being seen by the CIO/VO officers as potentially fraudulent and being scanned for irregularities etc. With this attitude and knowledge in mind you will always try the best to include all information and documentation to convince them.

Now, to answer your query:

IMM5612 (05-2013) E (Document checklist) clearly mentions on Pg. 1:

"IMPORTANT NOTICE:

.............The officer will base his/her decision on the documents on file at the time of the assessment."


Now, your 4k statement is part of the documents on file that will be assessed.

PCC is Police Clearance Certificate. You can obtain this Certificate from your country Passport office and some countries can be obtain from your district police head office. You can check your country passport office website for PCC.

CIC requirement for PCC given Below:-


Police certificates

All applicants must submit police certificates/clearances as part of the application process.

You and all of your family members who are 18 years of age and older and who are not already permanent residents or Canadian citizens will have to provide:
•a valid police certificate, or
•police clearance, or
•record of no information.

These documents are to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18.

Note: If you or your family members were under 18 years of age (16 years of age in certain jurisdictions) for the entire time you lived in a particular country, you do not need to provide a police certificate for that country.

Before submitting your application to the CIO, you should:
•research the estimated length of time required to obtain police certificates from all of the applicable jurisdictions, and
•begin to gather your police certificates.

Note. We strongly recommend that you submit your police certificates with your application to the CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the CIO without them. However, please note that if your application is placed into processing you must be ready to submit them to the visa office when requested.

Note: If you are including your police certificates with your application to the CIO, please ensure that your certificates were not issued more than three months earlier. Police certificates are generally valid for 12 months from the date they are issued. However, if a final decision is not made on your application before the expiry of your police certificate, the visa office may request that you provide a new one.

If a certificate is not in English or French, submit both the certificate and the original copy of a translation prepared by an accredited translator.

Unless otherwise specified on our website, it is your responsibility to contact the police or relevant authorities unless otherwise specified on our website. When doing so, you may have to:
•pay a fee for the service, and
•provide information or documentation such as: ◦photographs,
◦fingerprints,
◦your addresses and periods of residence in the country or territory.


CIC will also do background checks to determine if there are grounds upon which you and your family members may be inadmissible to Canada.
