FINALLY I could get my application status.... IT HAS BEEN RETURNED ON JULY 30!!!
because I had a job offer letter but as I told you it did not have HRSDC approval and they have asked for the approval!!!
someone tell them that if I had that approval I did not need to go under a category they are realllllyy stupid my overall score without job offer was 79 but they have returned it... I should not enclose that job offer to my application I SHOULD'NTTTTTT
it has been a month and I have not received it yet... I think when I receive it and take the job offer letter and send it again the cap would be reached.

I am very sad to hear this for you. I'm 29th May applicant in NOC 2131. My fee is also not charged. I'm more or less prepared for a rejection. Have you received email from these guys ?
If they sent back your application on 30th July, why it took so long to tell you on August 28 ? This is not fair done by CIO. I suggest you to send your file back without job offer.

My NOC is 2147, I just checked on ECAS with my UCI but did not get any information. Then I called CIC IVR with my UCI number, it told me that my application was received on June 13, does this mean I will get my PER soon? Please advise, thanks.

All other SG PER applicants you will soon be receiving AOR, SG office is working fast.

Ya it's AOR... It's sent by VO after reviewing app by visa officer at local visa office....
