Wow! You still haven't received PER?? The 3211 PER guy is clearly asleep (or on strike or out for a 2-month lunch!!). Yup, "in process" is always good news. Sit tight and make sure you have added the CIC email add in your contacts.

Ya still not received PER...so mailed cic twice...n finally they sent me file/ application number...

Your NOC isn't hot so you can wait. Also I am not sure whether they will accept your affidavit or not.
In my opinion, since you have received original BC, you write an explanation letter and attach the copy of BC along with and send it to CIO. [Please ensure that translated copy is also included in case the BC is not in English / French - please refer to the guide for that]
In that letter don't forget to mention, your country of birth, your date of birth, your full name, your passport number etc.

Sr will i send it the same way i send my docs the first time? I have a consultant but im the one who sent my own application. Since i dont have yet my Ucc number i will just adress it to my name right? Thank u
