Hi, as per CIC when does an application considered a "complete application"? , after "fee encashed" or "PER"?

so when I see in the applications tracking sheet, someone has put a date in "fee encashed" cell is it a complete application that CIC is counting in its CAP numbers, or when there is a date in PER cell?.

My congratulations to Adrenalineforu and all others who finally got their money taken and PER received!
We are half way through.
Wish to all others who are eagerly awaiting for the good news from CIC to share with us your PER updates and joy very soon.

Feel really sorry for those who couldn't make it this year due cap being filled or other reasons.
Hope they will eventually make it under this FSWP program next year or will take another route and succeed eventually.
Remember, "what doesn't kill us make us stronger"
