Hi Oszi,

Well the whole confusion I think is about the stage at which the 'number of complete applications' are being updated in the cic website (http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp). If this number is based on the stage 1 you have written below (Receiving application;completeness check on receipt) then all those who have applied till 19 Aug 2013 are still in cap provided they pass all stages ahead (that includes me :P ). If the number shown in the cic website is based on PERs then no one after 1st week of Jun will be in the Cap :-\ .

At what stage is the cc charged as it is not shown in the operation manual op6c???

Anyone/Oszi any comments???

Seems like there is a lot of confusion about completeness, CC charges, ECAS states and PER. This is what happens at CIO after your package arrives, and before it is forwarded to your local Visa Office:

Receiving Application

  • Completeness check upon receipt
  • If complete: proceed to next step
  • If incomplete: return application

Assessing the application against Ministerial Instructions

  • Ministerial instructions check (if within cap; if one of the 24 NOCs, supported by proper work exp. documents)
  • If MI check is positive: next step
  • If MI check fails: NER, inform applicant, return fees

Putting an application into process at the CIO

  • create a file in GCMS;
  • enter “SW1-FED” in the Category field in GCMS;
  • cost recover the applicable processing fees and enter confirmation in GCMS;
  • record the GCMS file number on the paper file;
  • send an acknowledgement of receipt letter to the applicant informing them that their file has been placed into processing and, if applicable, transferred to another office;
  • transfer the paper file to the processing office in accordance with existing file transfer policies;
  • transfer the electronic file to the processing office in GCMS by making that office the primary office for processing.
  • proceed to next step

Assessing the application against minimum requirements

  • Checking minimum work experience requirement
  • Checking minimum language proficiency requirement
  • Checking minimum education requirement
  • If all checks are successful, then proceed to next step
  • If checks are not successful, refuse application

Assessing the application against selection criteria

  • Calculating points, checking if it is at least or over 67
  • Equal or greater than 67: forward the entire application, including the
    result of their initial assessment against the
    selection criteria, to the office identified by the
    applicant for processing on the IMM 0008 for a
    final decision.
  • Less than 67: make a negative selection decision, record
    the outcome and reasons in GCMS, and send
    a letter to inform the applicant that their
    application has been refused

This is all from operation manual op6c.

Please please help...
when I sent my bank certi to show liquid fund it was sufficient that time but due to high decrease in rupee against dollar it's now not sufficient. So will they consider prev conversion or latest one.

thanks in advance

Don't worry since currency markets always fluctuate so what I BELIEVE that VO will ask for updated proof of fund if he/she requires...

The completeness check isn't performed as soon as they receive the application. The completeness check is done once the application is actually opened and reviewed. Right now CIC is working on applications received at the start of June and so this is what is reflected in the cap numbers on the CIC web site.

CIC check Issue date of Bank certificate
and respect to that date they see the conversion rate and accordingly calculate the same.

Right now CIC is working on applications received at the start of June and so this is what is reflected in the cap numbers on the CIC web site.

So if we assume that there are separate teams working on completeness check, cc/dd charges and issue PER emails; there is a huge time lag likely between these stages. So when cc of 30 May is being charged the completeness check team would be on applications of 25 Jun or even further. This is evident from the spreadsheet where returned apps are shown. Most of the apps are returned in 30-40 days where as cc/dd are charged after 70-80 days. So the lag is 30-40 days. That means the present cap in cic website is of 30 Jun - 10 Jul as the cc are being charged for early June applications. :) .
I am just finding logic to fit myself in :P

I have received file no. For quebec immi. So still I am eligible 4 fsw programme right???
CSQ not received. :o

Does anyone knows the email address of London Visa Office or address ? I need to ask them to send my PCC, as I am afraid that they will expire here with me in couple of months, so I want to send them asap. Thanks

Hi, I sent my application 22 days ago by Canada post. when I track my package it shows that it stocked in Halifax's transit. I'm so frustrated. I called Canada post and they have no idea what happened to my package... is there any way that I check if immigration office has received my package? please help me....

Checked with Reconciliation Unit as we have a Nostro account with Royal Bank of Canada, the amount is still outstanding as a credit in Mirror as on today. Same status for Unicorn14. Still no update from cic.
