As the Cap limits for 1112 and 2174 might reach 300 within the next days and weeks, can we expect the CIC to process the less popular NOCs such as 0211 at a faster rate?

I don't know why but I never receive answers to my questions

How does one get UCI number?

I've tried calling on CIC number but they say that they are just a call center and hold no information.

I've mailed them too but there hasn't been any response.

How to get my UCI number and where to check the status of my application ?

Don't fret! ESZB is here to help! How many times have you called?... getting UCI on phone is a gamble as I have noticed. Some get it on their second try others fail even upon multiple trials. Keep calling them until you get it. An important point.... do not ask for "status of you application" ask for the UCI.

When did you mail them? has it been more than 20 days? Do not expect a response before a couple of weeks. Take a deep breath and please try to relax.

last time i heard anything about my application was on July 12th when i got the PER, on August 1st i sent an e-mail to my local visa office (Cairo) and they replied back to me only today, the forwarded me an email sent to them by the case processing pilot in Ottawa, telling me that my file is being processed in Ottawa and there is no action needed from my side now and an officer will contact me if they need any further correspondences!!!
Does anyone have an explanation why my file is being processed in Ottawa instead of Cairo? note that i have never been in Canada, I live here in Egypt.

@OP: This is possible as Cairo VO is currently not operational due to political instability in Egypt. So instead of delaying application, they are processing what can be processed.

True. This has happened in 2012, too, when Cairo files were transferred and processed in Ottawa. Just as an example:
