I believed that application documents would not be returned only explanation letter and refund instruction of fees.

I understand what u r saying... But I guess that's the process followed for earlier applications, not for FSWP 2013, this year Payments are charged at MUCH later stage after everything including a thorough checking of Job descriptions, which was not the case in previous year according to the article ...

Further, according to the article, the "In Process" status also comes AFTER the PER has been issued, but this years many would get PER AFTER the "In Process" status has already been put on file.

FSWP 2013 procedure are totally new no one knows how it goes exactly. We are in both situation as anxiously waiting to get PER email . Wishing good luck to all of us.

Thanks for your valuable insight! We all know that it all boils down to CIC's action eventually ..but it doesn't hurt to lift the spirits of some of us, who are still anxiously waiting on our PER, by making educated guess like that of yours

Do not worry. 2147 is not a hot NOC and there's still much time before caps gets filled. Regarding PER and other information, they will happen when their time comes. Currently wait time is 70 - 80 days between app arrival and financial transaction. This is currently increasing but will fall as some of the hot NOCs gets capped and manpower resource is diverted to other NOCs.
Wait time between CC/DD charge and PER can be anywhere between 4 - 15 days with an exception of a few weeks sometimes.

With all these levels of varying speed and uncertainty, anyone's guess is equally good or bad than any another's.

Haven't heard anything from NDVO...however the enquiry email that I sent one month back to sydney NS about my application status, I got a reply stating that my file is forwarded to NDVO n further queries should b directed to them...

Who all got AOR email???

my case is also similar i.e.

but still not received any information
regarding transfer of file to local visa office i.e. NDVO

Hard to predict, but from what I learned from my uncle/aunt and other fellas who applied earlier around 2006 and again later got their earlier file returned and refunded. However, their latter file were in progress. If I understand correctly, CIC tries to eliminate the backlog but that is only possible if the UCI has been allocated to the candidate and that the two application were linked to that UCI.

CIC will not reject this year's file on the grounds of having a previous application in process because this one's latest and most updated. They might return and refund your earlier file as is to clear backlogs which they had been doing one way or another. Until the time your files are identified and linked to a UCI, they will keep processing them. But clearly, there no valid reason for rejecting the most recent app for reason you anticipate; some other reason such as incomplete app might be a different story.

Have you got your UCI?

I hope cic is as sane as you expect. And yes I got UCI when I called cic. But when checked on IVR it gives me the filing date of my previous application and no information about my current application. I am not sure how they link two applications to the same UCI. They should give UCI to each application I guess. Lets hope for the best.

If you are waiting for your refund, it implies your previous application was terminated by Government of Canada's Jobs, Growth and Long-Term Prosperity Act.
So, you DO NOT have a application "in process" per say. And even if you had, there is no much of a problem as one can have multiple application at the same time.

Well that's encouraging. But do they give UCI for each application or one UCI for all applications. And how do they figure out if I am the same person who applied earlier as their might be more than one person with same name as mine. My passport is changed since then.
