CIC or any VO does not have any access to your accounts.
At the moment CIC will just check if you have the required amount, $11,125 ( whether its 3 months or at the go, it does not matter)
then VO will ask or will not ask for POF . It depends.
Prooving it to VO is a long way from now.

its clearly stated on the website. "funds should be availiable for movement to canada"

Ah ok ok. the Proof of Funds should not be 3months older on the application?
Im short around 2k. that's the reason for borrowing. I'm still employed and I can replace it after few months.

Sometimes, I am feeling that I will be go there to put my head in the chopping board but that's looking at things negatively... Instead I am getting my strength on what my family needs and I am really anticipating to be reunified with some of my family members who are resident in Canada.

Borrowed funds? I strongly believe you need that basic CIC fund requirement before migrating. You will need to survive and borrowed funds will only increase your liability and in this case you don't even have the money. Canada as earlier stated isn't ä bed of roses". It is better to remain in your home country than to struggle all your life in a foreign land.
I will not advise even my enemy to borrow money for immigration. To borrow money to start up a small business in your home country is better than borrowing money for immigration.

I have enough funds soon. I'm just short of 2k. I'm still working and I can earn more than enough soon.

Go for it... I know a lot of people who borrowed ALL of their funds when they applied and they are now in Canada... :)

i m a june 24 applicant under noc 2132. can i expect my PER by the end of this month? any guesses........

"Borrowed money" would not be stated on the bank statement. CIC cannot differentiate your money from borrowed money as long as the statement reads your name.

CIC can only check your funds through the bank certificate that you have provided to them, right? Can they check or inquire directly from the bank by calling them?
 
No CIC cannot.

The current average time to get PER is 60 workdays. In your case, september 16.
