I dont know if this has been answered before but can anyone please answer this .

My friends husband is the Principle Applicant waiting to hear back from CIC on the FSWP. Can his wife apply for student visa if she has been accepted to a Masters program in Canada. Please advise? Has anyone done the same here.

True, and in fact 2174 is leading the other applications in most cases.

I received PER mail on 15/07/2013
but still not received any information
regarding transfer of file to local visa office i.e. NDVO
 
She can apply , but I believe that will increase a suspicion in VO's mind regarding Dual intent

Check the status on ECAS or send a mail to NDVO with your UCI number.

That's exactly what is happening. In previous weeks CCs were few days (5-6) ahead from PERs and now PERs and CCs are nearly toe to toe (1-2 days difference). My guess would be that CIC is reaching the cap for some codes and tries to come to some exact number before start charging again. In this manner they avoid making mistakes like charging CCs of applicants from few days ahead and then say " Oops! sorry, the cap was filled."

, contact "gogabutt" he did something similar , might be useful for you ..
but there is no guarantee ( just my views ,,, it will all depend on who is viewing your file )

i think applicants will start reporting from september may be in this month strike get over.

From the previous pages it is understood that after getting the PER and UCI number, file will surely transfered to VO
So dont panic :)
