yes, I didnot send birth certificate as I dont have one
 
well CIC has always right to refund the fees , its not that once they charge they can't refund ... :)
and it happens with normal CC transactions also, if there is any such discrepancy, merchant can refund the amount.
Even in 2008 cases , CIC has refund fees for all the applicants.

We have seen PER's on the same day CC charged previously and in some cases PER's are still pending. May be the clear applications get PER immediately and the ones that need a further review may take time. Also, from 2011 it is clear that the cap is not the number of PER's.
Even after the cap is announced full, some received PER after 2 months the cap was announced full.
I would say, we can't predict or asses the situation based on anything that is available to us, and just follow the updates on CC charges and PER's received by the forumites and wait patiently till our turn comes or the cap is announced full by CIC.
Even though you don't want to be negative, I would request you not to post negative stuff (cap full etc.,) at least on this forum.

Yesterday I received a text from my bank that CIC tried to charge my CC at 2:30 PM but my bank thought it to a fraud and declined the transaction. I talked to my bank and they said they have unblocked the card , that's when I searched internet to find what can I do next and came across this forum.

However good news is this morning I guess CIC tried again and my CC got charged with 1061.16$

No. I did not send birth certificate or 10th class certificate and also I did not give any explanation.

also should I send original notorized affidavit or a copy of it along with 10th class certificate. plz help.

If what you say is true, the NOCs with less applicants should be way ahead of the hotter ones.
 
May 23rd applicant . still waiting :( no cc charge no PER Yet ??? :-\
 
My advice will be to send original affidavit ( obviously ) with with 10th certificate .
, contact "gogabutt" he did something similar , might be useful for you ..
but there is no guarantee ( just my views ,,, it will all depend on who is viewing your file )
