Because I am already in Canada with a study permit, and I know that my international tuition fee will be exempted if I can provide the letter from CIC that I am eligible for immigration to Canada. Same thing happens if I want to take the free ESL lessons for newcomers.

My question is if PER is the letter that they ask for? Based on my understanding, PER represent the eligibility for processing, so it may not be sufficient, although I hope it is. International students pay so much tuitions that I can hardly bear.

I'm afraid, PER would not suffice. Canadian institutions usually have one tuition fee for the citizens and permanent residents (holders of PR cards), and another fee (usually, twice as big :() for everyone else.

Anyway, it's better to ask the stuff of your institution. They'll tell you for sure.
 
Its seems today is PER day for most of 22nd May Applicants :)

i got my UCI num on 23rd july.. and till date nt able to trace it..

i remember a post where it was mentioned that ECAS was updated on 27th july..

and i think after that its nt updated till date ..

What is did is that I took cells for number of persons in queue for Selection Decision and for Final Decision from Banana's spreadsheet, for each VO, and then divided it by the yearly quota. This is what I got below, for the number of months a new FSW application will spend in queue before medical and visa. The total expected time in queue is the sum of the two columns. Of course this is just the queuing time, it does not contain the actual processing time by visa officer.

Did you use cases or persons for you calculations? Cause it looks like the link you provided contains numbers for persons ("Applications Finalized (in persons)", and the XLS with backlogs has separate sheets: one for FSW cases and one for FSW persons.
 
Indeed, last time i checked with the embassy, i found that they are open now after they were closed right after June 30th, yet it seems that they are a bit slow.
