Looking at the current scenario we can conclude one thing and also after getting through the Operational Manual we can get to one point that CIO applications are Date stamped. Look below the wordings from Operational Bulletin:
"Applications are date stamped upon receipt at the CIO and then checked for
completeness in order by date of receipt. The “application received” date at the CIO is the
lock-in date. Processing offices should therefore maintain the application received date from
the time of the applicant's initial submission to the CIO, and process the application to
conclusion." (Reference cited from OP-6c, Pg,10)
Conclusion: NO RELATION WITH THE NOC AT THE TIME OF RECEIVING THE APPLICATION.
Now, After completeness check and found complete will check the application against Ministerial Instruction and they will CHARGE THE FEES.
After that, Eligibility review is done (i.e point calculation as per the submitted documents) and Positive if points greater or equal to 67 OR issue Negative eligibility review with clear reason and refund of fees is initiated.
NOW HERE IS THE TWIST:
PURELY MY THINKING, since CIC has kept the small number of application intake they might be charging to the people whose eligibility is Positive only. Hence people are getting PER very shortly after getting charged. Indeed, this is good for the applicant as if suppose Applicant A has received date 10th and Applicant B is 13th, but applicant A is not getting through and s/he might waste one position and after applicant would be the sufferer as Applicant A is not successful also application was complete but Applicant B was successful in every respect but will be returned due to "Cap Reached"
Hence one conclusion, all applicants who get through the Cap will be complete and successful at CIO stage, No wastage of the position in Cap through NER.
