according to infomation you posted earlier. It seemd to suggest that once CC is charged the PER email is only clerical and no further verification in between is going to be done.
But if this is the case then when does a person get NER ?
because if all eligibility check vs points was i cant see a case were people would get NER.

Well, it's a long story. You know I wanted to drive to Sydney but I eventually sent my app by courier. And, the girl working at the courier told me her mother is a CIC officer. She was super nice and helped me a lot before sending my app, as I was a bit nervous you remember those days we were all in a hurry as if we are sitting on fire. She reviewed a bit for missing info, printed the 2 mailing labels for me right there as I didn't have them. Oh boy, sometimes I feel lucky. :)

Don't know if she was single though :D not enough time to talk over those things. ;)

Positive Eligibility Review = Passed eligibility & MI instructions. Makes thru and payments are not refundable.
Negative Eligibility Review = Failed in one or both of MI, Eligibility. Amount is refunded IF charged [like, VO reviewing and charged simultaneously], else will get the DD / CC back.

But there are two other kind of reviews too.

Positive Substituted Eligibility Review = Example, someone fails in scoring 67 by a margin of 1 or 2 marks, but according to VO or the 2nd person that is reviewing again, he/she can substitute the NER to PER by providing reference that he/she thinks that this applicants can settle economically in Canada. Very rarely done.

Negative Substituted Eligibility Review = Example, someone passed 67 & MI, BUT according to VO's, if he/she thinks that applicant MAY NOT become economically establish in Canada, then they may send this review. Things that may cause this and are not limited to this is old age applicants. There was a case on this forum.
 
It does work. Once you are connected, request if they can pull up any information using ure first name adn last name.
You should be able to get some concrete answers.

Just a quick query - if the CC is charged it is confirmation that applicant has points 67 or more. Or simply they charge the according to application received date and later on if points less then 67 application will be returned back.
