CIC move the applications received to a transit area where it labeled and bar-coded (get serial number)
CIC move the application to archive area divided by NOC
CIC is busy with internal processes and maybe system / process changes
CIC start to call the applications based on FIFO
Valid applications update the cap and incomplete or invalid application move back to the RETURN area
CAP is filled, 300 (maybe more) are moved to next phase
Rest of applications are moving to the RETURN area

There is no need for a lawyer, send it yourself as soon as you can, since the time is short and you might not even get within the cap if you go to the lawyer, which by the way will take your unnecessary time and money for something which you have already gathered.

In 2011, the first charge came up around in 80 days. Why we are hoping this would come at after 15 ~ 25 days this time ? The fastest would be under 60 days. Average would be 55 ~ 75.

Only the cap has changed, and not the working environment for documents completeness i.e, Stage 1.
