I'm from Serbia, and it, together with several more south-European countries, is allowed to do this kind of payment - I suppose mostly because we normally operate with EUR, US$ and sometimes CHF.
I could have paid with CC, but I don't really put too much trust in credit/debit cards and their successful charging online. Not because I'm afraid of money stealing, but because it happened so many times that sometimes, something, somewhere wasn't right and that the bank/processor/whoever simply didn't allow a charge, while there was more than enough money on the card itself.
So, since I read CIC says that if they don't manage to charge the card, they would return the application (or at least it will surely delay the process), I decided to just pay in advance, to be sure all is as fast as possible.
So when I paid in local bank, I sent the original receipt to Vienna embassy, they will make sure I paid enough and send me back the confirmation of payment, which I will send to CIC.
Seems like an overkill - but I do have the time for all of that, since I'm still waiting for WES anyway.
