Previously, they did not return the application, once the application was deemed complete and I would be surprised if this has changed.

However, if they decline the application (e.g. for not meeting the MI-requirements), you might reapply with a copy of your IELTS-report card AND the rejection letter by CIC with a cover letter stating that the original IELTS card is still with them.

Since the CIC is not updating the status of received applications, are there any other sites/forums like our forum which gives an idea of how many applications have reached CIC. Since my application is still on the way to CIO, I am little tensed about the cap.

They returned my IELTS last 2010...

Yes, If they consider your package as incomplete before initiating document check....If they have taken in document check and assign UCI number than thay will not send your docs back. infect thay deduct money too... in such case you can send xerox copy of your IELTS result with next applicaiton with explanation in cover letter.
 
Guys in the mailing instructions it mentions to affix sufficient postage on the envelope, so what postage and how much postage should be affixed?

you should pay currier charges if you go for DHL/fedex/ups etc.. ;) ;) ;) ;).. If you go for register post you should consult with your local post department for further info on postage...

Guys I have a question, In the generic application form I have mentioned national identity document as passport. I am from India. I read in other forums that this field should be left as is. Have I committed a blunder? Will it affect my application? Please throw in your thoughts.
