Could you please clarify on the below please. You seem to be expert on this topic.
I am from India.

1. Do I need to send the color or B/W photo copies to WES
2. Do I need to include my 10th and 12th certificate as well
3. Is it required to place the transcript request form in the envelope, even though we send it to WES.

I believe you are mentioning change in address within same country. Safely you can inform CIC about the same. They may not investigate much. If you change country then they may ask PCC from previous country. Which they did in my case. By all means better to keep CIC updated about any change.

anybody here who has changed their address while the application is ongoing with CIC? how is it important to notify CIC of the change of address? would there be any investigation to be done by the local VO? or is it a matter of the receiving the mail on your address issue only?

I'm freaking out right now because I forgot to include "self addressed mailing labels"
I'm afraid they're gonna return my entire application because of that.

Did someone here also forgot to do so last 2013 but was still processed.

The recd applications for 3212 as on 14 apr 2014 were 274. So, if u sent ur app in Jan 2014, you would definitely be within the cap
