Three reasons for saying that. One is CIC promised fast application processing for FSW 13 and they said it will take 9-12 months. So far they have delivered on that promise. Me and kumar2263 got it just few weeks short of 12 months. Another thing is in the AOR sent by NDVO it says contact us if it takes more than 10 months to reply. So 10 months at NDVO + 2 months of PER or any other combination of 12 months or less. Atleast 90% of people have got it within this time period. But in few cases it might not go according to this trend.

I will share something that I learned:
1) If you are opening account via Kotak Mahindra bank, it is not mandatory that you open a NRE and NRO account through them. You can simply ask them to open the Scotia Bank account under the startright program.

3) One can open an NRE/NRO account after getting an address in Canada. The account can be opened in Canada. I got this information from ICICI Bank.
The NRE/NRO account is not mandatory. If you have to send money to India, you can use services provided by Western Union or Money Gram.
4) To perform the one time transfer to Scotia Bank you can check with your bank and follow the formalities prescribed by them. In short, you can simply transfer money from your savings bank account to Scotia Bank account with the information provided by Scotia Bank.

Don't get confused with terms like NRO/NRE. You are not yet an NRI if you are in India. Kotak Mahindra officials don't state the above facts openly. They will ask you to transfer money from SB to NRO and from NRO to Scotia Bank. This will require a Charted Accountant's intervention and the ones referred to you by Kotak Mahindra will charge a bomb. Simply put, you just make a transfer directly from your Savings Account to Scotia Bank at a minimum fee.

When I visit Canada I just drive on my UK license, which is OK for 3 months I believe, then you must swap it, here is the link you need: http://www.ontario.ca/driving-and-roads/drive-ontario-visitors
Like a UK one, you should be able to swap your US license fine: http://www.ontario.ca/driving-and-roads/exchange-foreign-drivers-licence

In my understanding, better both Masters and Bachelors
Possibilities of Assessment:
1.Your Masters equal to Canadian masters 23 points
2.Your Masters equal to Canadian Bachelors (3 years or 4 years) 21 points
3. Your Masters equal to Canadian Bachelors (3 years or 4 years) PLUS your Bachelors equal to Canadian Bachelors or Diploma (3 years or 4 years) 22
points

Finally there are no additional charges for including your Bachelors in the assessment.
