I see dan84's application reached CIC on May 9th and Adithya's on May 8th both with NOC 2174.
But, dan84 got his CC charged today, does this mean CIC is not working in order???

Dude chill. we will get there. They might be working in batches. Also I feel each NOC will have different VO. 2147 NOC VO seems to be lazy.

No, my app went same time as dan's signed by mike at 9:51 am on the 9th. same noc 2174 :o :o :o :o :o

No. FIFO rules apply. it is possible that VO takes a batch 25 applications on his table to process and starts with whichever comes in his hand.
 
I just got my application back, forgot to sign the Fee payment form :(
I'm definitely out of the game .

So, we have 3 "confirmed" charges, one in each NOCS of 2131, 2174 and 2174. Two of them were received at 5/8 and one at 5/9. At least we think so, unless there was some mistake with our data.

From that it seems to me that either :
1) many users here are rejected - I speak about all the rest that got received at 5/8, gave CC data and still aren't charged, like Sachin9183 and/or JIGS11
or
2) we can't rely on people's cards being charged in EXACTLY the same order as their apps were received.

To me that seems quite obvious and not even a speculation, so it has to be one of those two (I suspect the latter). Now question is: why is that?

I was thinking today that maybe CIO has dedicated people to specific NOCs, or possibly group of people for group of NOCs. Like - Mike (and his team) will process 2174 and 2147, Marry will do all finance related, John will do some of the civil and mining engineers etc.
Why would they do that - well, one good reason is that people validating each app need to make sure that job experience and employer letters are ok and covering the NOC specs. Some lawyer (by education) in CIO will hardly be able to distinguish the NOC 2174 parts as easy as BSc in IT.
And we do know that job experience is validated at CIO stage, right?

In that case, since the process is still young, the NOC 2131 team for example could easily take ALL the 2131 apps (like, grab the first 200 letters) and start going through it. Now, maybe they are a bit faster than the 2174 team, so they can start up quicker and process more cases and probably hit their NOC cap faster than other teams, even if they have exactly the same number of apps as other NOCs. Maybe the 2174 are just playing games on their smart phones during that time. :P

That kind of organisation wouldn't get in the way with any common sense logic of First-in-first-out, since NOCs are separated and the global cap is still far away.

If it's so, then we can't make much sense at all of the numbers shown at CIO's intake count, nor we will be able to asses forum's percentage in total apps, because obviously some dates are charged sooner and some later.
And also -then we can't know what period is covered by CIO's update, unless they come to their senses and start putting some real dates on their updates.

I think that some applications just take longer to check for completeness (e.g. there is a lot less docs for a one-person-application than for a whole family with a spouse and children) - this is why the time between receipt and CC charges is different among the forum users.
