There will be no FSW in 2014 and these are my reasons.
Firstly, if there will be an FSW, CIC would have come out with a Backgrounder by now giving initial details of the program.
Secondly, i dont think CIC has ever ran an FSW program that lasted for 6 months (May to December). I say december because CIC has never ran two major immigration categories and so if FSW 2014 runs for one year as is usually the case, then it will run concurrently with the EOI in January 2015. (Remember PNP is not a federal program but a program run by the Provinces with final decisions being made by CIC)
Thirdly, the aim of the EIO is to improve on the long wait times currently experienced by FSW applicants so it won't be logical to have another FSW after 2013.
Finally, CIC was aiming to drastically reduce the backlog of FSW applications before the EOI so it would be pointless adding to the backlog with an FSW in 2014.
These are just my personal opinions as I am not the Minister.
