What I understood from the email, you have to submit "Certified True Copies" of your supporting documents except PCCs. These supporting documents includes "Certified True Copies" of your passport, reference letters, education degrees & transcripts (if transcripts available), birth certificate etc.
Please follow the instructions below to get "Certified True Copies" of your support documents as per CIC instructions guide:

To have a photocopy of a document certified, an authorized person must compare the original document to the photocopy and must print the following on the photocopy:
•“I certify that this is a true copy of the original document”,
•the name of the original document,
•the date of the certification,
•his or her name,
•his or her official position or title, and

Persons authorized to certify copies include the following:
In Canada:
•a commissioner of oaths
•a notary public
•a justice of the peace
Outside Canada:
•a judge
•a magistrate
•a notary public
•an officer of a court of justice
•a commissioner authorized to administer oaths in the country in which the person is living
Family members may not certify copies of your documents.
I think, you haven't submitted the "Certified True Copies" of your supporting documents with the application that is why you may have been asked to submit them.

As you know my medicals were sent straight from the dr office and my fingerprints and police cert from the police office. I also emailed them my Proof of fee payments in a reply to there email. I am now worried that it says "submit certified true copy" of this and I did not do this I just emailed a scanned copy of the receipt which I hand filled the below section. Did I need to take it somewhere and certify the receipt?
Can you tell me what exactly did you do in this regard. If I have done something wrong i only have 3 days to fix it. your soonest response is most appreciated.
