It is not equivalent to PER but now your chances are 99% to get PER. However Chances would reduce with the passage of time.

I have now completed the assessment of your application for a permanent resident visa as a skilled worker. I have determined that you do not meet the requirements for immigration to Canada.

Subsection 75(2) of the Immigration and Refugee Protection Regulations states that a foreign national is a skilled worker if:

a) within the 10 years preceding the date of their application for a permanent resident visa, they have at least one year of continuous full-time (30 hours/week) employment experience, as described in subsection 73(1), or the equivalent in continuous part-time employment in the occupation identified in their application as their primary occupation, other than a restricted occupation, that are listed in Skill Type 0 or Skill Level A or B of the National Occupational Classification matrix;

b) during that period of employment they performed the actions described in the lead statement for the occupation as set out in the occupational descriptions of the National Occupational Classification;

c) during that period of employment they performed a substantial number of the main duties of the occupation as set out in the occupational descriptions of the National Occupational Classification, including all of the essential duties;

d) they submitted the results of an English or French language test issued by a designated testing agency indicating that they met or exceeded the applicable language proficiency threshold set by the Minister for each of the four language skill areas; and

e) they submitted their completed Canadian educational credential or their completed foreign educational credential and the equivalency assessment from a designated organization of institution that is less than five years old on the date of application.

I am not satisfied that you meet the minimal requirements pursuant to R75 (3), specifically part e) of the above requirements because you have not submitted evidence of completion of a Canadian secondary educational credential (or its equivalent), in accordance with R75(2)(e) and R75(8) of IRPA. The World Education Services (WES) Credential Evaluation and Authentication Report provided indicate the Canadian Equivalency Summary as two years of undergraduate study. This equivalency assessment does not demonstrate that you have completed the equivalent of a Canadian secondary educational credential. (HOW IS THIS POSSIBLE. FIRST OF ALL, TWO YEARS OF UNDERGRADUATE STUDY IS ONLY POSSIBLE AFTER SECONDARY EDUCATION!!! I SENT MY 10TH, 12TH AND 2 YEAR BACHELORS DEGREE TO WES AND THEY RETURNED WES REPORT SAYING EQUIVALENT TO 2 YEARS OF UNDERGRADUATE STUDY. IT IS CLEARLY STATED ON WES WEBSITE WHILE APPLYING THAT "If you have completed one or more years of post-secondary study, you do not need to submit any secondary school documents with your application.". Following an examination of your application, I am not satisfied that you meet the requirements of the Act and the regulations for the reasons explained above. I am therefore refusing your application.

I too think they made a mistake. We were supposed to send our post secondary credentials assessed by WES. If it is post secondary education that requires to be assessed, why are they rejecting application based on secondary education equivalency.

Did all indian applicants who got PER by now submitted their 10th and 12th certificates assessed by Wes ?

I submitted 10th and 12th class certificate with my application. But it is not assessed by WES. I also sent my bachelor and masters certificate with the application. Among them only my Masters certificate is assessed by WES.

Do you think that there is a scope to appeal at this stage. In my view appeal can be done only if the visa office makes some negative decision.

The problem lies in your credentials. WES did not assess it as being equivalent to a Canadian degree but simply undergraduate study. Find a copy of your assessment and look at it. If it does not explicitly say equivalent to Canadian education then that is the problem with your application.
