Just a query. What does a partial PCC means? It can either be No or Yes but what is partial? I have seen many guys mentioning that.

Hi Adrenaline......For Partial its because you did include PCC but maybe just for yourself and not for your spouse OR you have lived in multiple countries but only submitted PCC for one or a few but not all the countries you resided within the requisite period.

The previous one is discarded or both will be considered? I wonder if changing the NOC will raise their suspicion.

0213 is Computer Managers and 2147 is also and IT category. It's possible that he may have worked for few years @ 2147 level and than raised to 0213 [which he applied for in 2009].
