The 2011 Checklist said the following:
In the New Delhi PR application checklist, it says: "Place all documents in a sealed envelope. Do not send originals unless otherwise stated. Send notarized photocopies of all documents except the police certificates, which must be originals."
This has now been replaced in the 2013 checklist as: "Place all documents in a sealed envelope. If your documents are not in English or French, send a notarized (certified) translation with a copy of the original version."
Since my uncle had applied for PR in 2008 (which he got in 2010), he must have used a checklist similar to the 2011 checklist and therefore he had also strictly advised me to notarize all copies.
Therefore this matter has now been settled 100 percent.
Notarized copies are no longer required for FSWP 2013 since there is nothing in the new Checklist which explicitly says this.
